Is there any penalty if we finish quant before time say 10 min earlier?
Secondly, what if we spent more than 5 min on a specific question and still managed to complete the exam before time get expired, does this mark as negative what is suggestible make the best guess within 2 - 3 min or take more time since ample of time remaining?

Hi mir24x7, there is no formal penalty for finishing the quant section (or any other section) early. In fact, you definitely don't want to have 5 questions left in the final minute, so being a little ahead is better than being a little behind. The downside is that, unless you're getting nearly 100% of the questions right, you could probably spend a little more time on a few questions that you felt pressured to get through. Finishing with 10-15 minutes extra means you could have spent that time on questions you got wrong, and it's likely there are at least a few you got wrong.
That's why it's not recommended to finish early, because you almost assuredly sped through a question that you would have gotten right had you taken a little more time. Apart from that, you can finish with 30 seconds or 30 minutes left in the section, there is no penalty for that.
As for your second question, you can spend 5 minutes on a single question if you get the other ones right in 1 minute, there's no problem there either from an exam point of view. However, it's not recommended to spend more than 3-4 minutes on any given question as it puts you behind your pace for other questions and a lot of the time you'll still get that question right (or, worst of all, you get it right but it's an experimental question that doesn't count towards your score). If you have no problem finishing the 37 questions in well under 75 minutes, then that's great. However, most people struggle with the timing of these questions, that's why you don't want to finish too much ahead of time. You're likely leaving points on the table if you do.
