Unfortunately no, that 28V is at the 48th percentile - which technically is a tad above average for all GMAT takers (27.6 is the verbal mean) however it's much too low for any good MBA program, despite the fact that you're a non-native speaker. You're going to need to get that score up to around the 70th percentile or so (V35 or thereabout). If you have a good TOEFL score then it could help however we would be uncomfortable recommending that you apply to bschool with your current GMAT score. Sorry for the bad news! :-(
