The official colors are of Springfield State University, taupe, and of Springfield Polytechnic, mauve, but neither are seen often on student clothing.

A. The official colors are of Springfield State University, taupe, and of Springfield Polytechnic, mauve, but neither are
B. The official color of Springfield State University is taupe, and of Springfield Polytechnic, mauve, but none is
C. Officially, the colors are taupe for Springfield State University and mauve for Springfield Polytechnic, but neither are
D. The official color of Springfield State University is taupe, and that of Springfield Polytechnic is mauve, but neither is
E. The official color of Springfield State University is taupe, and mauve at Springfield Polytechnic, but none are

D. its parallelism not "neither or none"

D. mainly is about llism. none and neither both are correct. in d you can use none as well.

the other choices have some sort of nonparallel structure

A: the official colors are of... awkward and ungrammatical
B: none is inappropriate here. that should be used somewhere in b to establish the official color of Poly.
C: neither are is not correct
E: none is incorrect

D: that refers to the offical color, neither is, is correct.
