Statement 1:
Tells us average of first 9 integers is 7 => their sum is 63. But remaining 2 digits can be anything so this statement alone is not sufficient.

Statement 2:
Tells us average of last 9 integers is 9 => their sum is 81. But remaining 2 digits can be anything so this statement alone is not sufficient.

Combining these 2 statement is not going to help either as although we have sum of first 2 and last two numbers included in total sum (63 + 81), however this does contain twice the common 7 terms.

So this question cannot be answered using these to statements.

Answer E.
