There is a special word in Russian to name a person who has been born on the 29th of February. We call him/her kasian [kas-yan]. Such a person usually has to wait for 4 years between consequtive birthdays. But sometimes they are even more unlucky and have to wait for 8 years because there is a leap year every 4 years save for a century year not divisible by 400. For example, 1700, 1500, 2100, and so on. So, I vote for 8.
Is there a word in English to name such a person?
