I am getting C.

1) is INSUFF. We don't know the breakdown for other projects
2) INSUFF - same reason

Together 25% are above 4 employees, 35% have 2 or 1, which leaves 40% of them have 3 employees.

Indicates that the median will be 3.

I will go with C too.

Both statements are insufficient individually, but together they are sufficient to prove that the median is 3. Since middle 40% has 3 employees per project.
