The number can be from 0.25XXXXX
to 0.33XXXXX

Question asks for tenths digit. Isn't this the first digit to the right of the decimal point?
Don't you have to round to the tenth?

1) the number is less than 0.33333333333

the tenth digit can be 3, 2, 1 or zero

2) the number is greater than 0.25

the tenth digit can be 3,4, 5 ....... if you round, if you do not round then it can be 2,3,4,5.......

combining the two

number is less than 0.3333333 but greater than 0.25
if you round the number to nearest tenth digit it is always 3 if you do not round then it is either 2 or 3. So the answer can be C or E depending upon if you round or not.

Has to be E. Nothing is said about rounding, hence the answer can be either 2 or 3 after using both statements.
