E - a and b not enough.

a) x could be 0.11, 0.12, 2.9, .... not enough

b) x could be 0.001, 0.101, 0.92, .... not enough

St 1: Insufficient. X can be 0.15, 0.2, 0.3 etc.... So the tenth digit will be 1,2,3 etc
St 2: Insufficient. X can be 0.1,0.2,0.3,0.4.......0.999 etc......So the tenth digit can be 1,2,3,....9 etc

St 1+ St 2 : No definite value of tenth digit.

Hence Answer is E).
