A. only 9 and 0 has difference 9. because digits are considered negative. It is 90 but it is not 09 because 9 is never written as 09.

2. nsf. any integer with 0 fits to the statement 2.

Agree it should be A.

Only 90 satisfies the statement 1. Hence it should be sufficient.

What is the source and is there any OE, so we can verify if we are missing anything?

It is a R. S Aggrawal book. I got lots of ambiguous DS questions in that book.

In (2), the number may be 10, 20, 30,...., and 90.

Let ab be the two digit no
I) difference is 9 = > a - b = 9 (since its a two digit no => a,b > 0 AND a > b) => a = 9 and b = 0 and the two digit no is 90. Hence Sufficient.

II) a-b = a + b => b = 0. 20, 30, ...,90 satisfy this condition. Not Sufficient.
