A for me
3^-(x + y) / 3^-(x - y)={1/3^(x+y)}/{1/3^(x-y)}
=3^(x-y)/3^(x+y)=3^(x+y)*3^(x-y)=3^x+y+x-y=3^2x=3^4

The calculation done by you here is wrong. The X part gets cancelled rather than the Y. Hence 2nd stmt is sufficient.
So Answer is B

3^-(x + y) / 3^-(x - y)
= 1/3^(x+y) x 3^(x-y)
= 3^(x-y)/3^(x+y)
= 3^x(3^-y)/3^x(3^y)
= 1/3^2y
