X = .ABC....
1 - X=.A5C... Obviously insuff
2. INSUFF. we dont know if it was 54.45 or 54.52 so hard to tell

combine them? Well we know X = .A5 and that if we were to round up the digit A will go up by 1 so SUFFICIENT

similar question was on here couple of days ago, except it's thousandth digit not hundredth digit, but answer and explanation are the same as explained above...C is the correct choice
