from st.1 x could be -1, 0, or 1. INSUFF
from st.2 x<0>1. INSUFF
if combined: x=-1

I agree on C, but I don't think x could be 0 on statement in either statement.
0^4 = 1?
0^2 > 0?
Or am I missing something?

x = -1 doesnt satisfy stmnt 2

Sure it does.
if x = -1 then statement 2 would be
(-1)^2 > -1
1 > -1 works fine
but you still need statement 1 to narrow it down to 1 and -1, so the answer is C.

It's C
From statement 1, we get x = -1,0,1 (Insufficient)
From statement 2, we get x>1 and x<0 (Insufficient)
Missed x<0 for statement 2, so it should be C
So, combining both we get x = -1

zero base raised to any power is zero
any base raised to zero power is 1.
