Agree with Ian.. (E)..

We have to find (female drama club members(fdcm) / (Total drama club members(tdcm))
= fdcm / (fdcm + mdcm)

Let 100 Total student
m - male
f - female
f + m = 100 ... 1
1 says : fdcm = 0.4f INSUFFICIENT
2 says : mdcm = 0.25m INSUFFICIENT

Combining : INSUFFICIENT.. (Two variables... 1 equatiton..)

We can't say until we know the ratio of female:male students at the school.

As it stands there could 1,000 females and 500 males or 4 females and 5,000 males.

Until we get the numbers (or at least a ratio) there's no way to tell.

now if you assume that the number of females at school = number of males

200 students
100 females and 100 males

40% of 100 females = 40 females in drama
25% of 100 males = 25 males in drama

40/65 = 8/13 = ~60%

Let m be the total number of male students and f be the total number of female students in the school.
Number of female students who are part of drama club = .4f
Number of male students who are part of drama club = .25m
Number of drama club members who are females = .4f/(.4f + .25m)
As values of m and f are not known, the value of the above expression cannot be determined.
So answer is E.
