I would go with (E)
"its" refers to the wrong subject "stringent rationing and planned distribution" in A,B, C
"there being" is awkward.

I think the answer is E. My choice is contigent to one condition. when we use "although" or "even though", the two segments of the whole sentence must be independent clause (complete sentences by themselves). If this condition is correct (I think it is), then Choice B is incorrect as the first clasue is not an independent clause. Any opinion?
