Ususally schools count full-time work experience from the time after you graduate. However, very few schools have hard and fast cut-offs such as "You must have at least three years of experience." While they may like five full years of experience, they will definitely consider all of your experience if you have something like three years of full-time experience plus a couple of years of highly involved internship. They're less interested in counting years and more interested in finding people with interesting, valuable experiences.
For those stats, I believe that the schools publish the ages / work experience levels of their entering classes, not their applicants. So yeah, to compare yourself to them, add a year to what you have now.
