amount - non countable
number - countable

fewer - countable
less - non countable

c looks very enticing but contains 'of that amount' which is non countable. Can someone tell me why I should select c and not b

Well my explanation :
When drive-ins were at the height of their popularity in the late 1950's, some 4000 existed in the US, but today --there are less than one-quarter that many--

b. there are fewer than one-quarter as many
In general I think the Q is more to do with idiomatic use of QUARTER. "a Quarter OF X" seems
idiomatic. But anyways, quarter as many ??? "as many" .... it should be a amount.
c. there are fewer than one-quarter of that amount
d. the number is less than one-quarter the amount
"the number" is referring back to 4000 drive-ins. Also, not idiomatic.
e. it is less than one-quarter of that amount.
"it" refers to 4000 Drive-Ins. So we are 4000 Drive is less than 1/4 4000 Drive Ins
