Yeah thats a difficult one, since school fit is not just determined by program content. I saw one school even mention that they like to see when people are applying to programs of varying size since that may imply that the applicant is using a shotgon approach.
There are also important factors like geography, rank, and applying to schools with some variation in selectivity in order to increase chances of getting in. What might seem random without lots of supporting details probably makes plenty of sense to the applicant.
Im compelled to feel that the information about where one is applying should be confidential. If the school really wants the information why not devoted an essay to it.
