E. I think they key phrase is 'few seasoned observers of the regime were surprised'. They knew it was coming, and the only way that could be true is if they could predict the regime would kill the guy.

I'll go with C...
E goes a bit too far... I am not sure if we are supposed to look that far.
The regime could be simply suprised bcos they knew the cause rather than killing the prisoner.

From common sense,
It is possible that the police captain didn't know the true cause.
But the head of the regime should know the real cause, because he should have the exact information about the situation.
Also, there were two announcements.
The first is from the head of the regime, and it is meaningless whatever he said, because his statement is unreliable.
The second is from the police, and it's reliable.
Considering only the second statement, answer should be E.
