As the police captain in an old movie remarked when asked about the condition of a prisoner, â€œWeâ€™re trying to decide whether he committed suicide or died trying to escape.â€
E. I think they key phrase is 'few seasoned observers of the regime were surprised'. They knew it was coming, and the only way that could be true is if they could predict the regime would kill the guy.

From common sense,
It is possible that the police captain didn't know the true cause.
But the head of the regime should know the real cause, because he should have the exact information about the situation.
Also, there were two announcements.
The first is from the head of the regime, and it is meaningless whatever he said, because his statement is unreliable.
The second is from the police, and it's reliable.
Considering only the second statement, answer should be E.
