Hi,

Is there is any clear rule of when to use fewer and lesser when comparing two things

Yes,

Its a very fine distinction infact.
You use few/fewer for countable things . eg. fewer pens
Use Less/Lesser for non-countables . E.g less milk in the jug

Comparison can be done between two types of things.

1. Countable things. - basically anything you can number it such as 1 song, 2 song, or 1 apple , 2 apple.

For such comparisons you should use comparators like few, many

2. Uncountable things. Things that are not countable. they are whichever that dont make sense when you number it. 1 music 2 music or 1 air , 2 air.

For such comparisons you should use comparators like less , much , little etc

Note there are some comparators that can be used with both countable and uncountable things such as
more , all
