- misplaced modifier, an understanding is working with overseas clients

- again misplaced modifier, understanding cultural norms are working with overseas clients because the subject of independent clause is subject of dependent clause.

C here. B has a modifier error. E uses incorrect idiom find...to be .. equally important 'to' NOT 'as'.
