1. the pivotal business <WHAT>
2. To be is redundant here:

I am not sure but as should be replaced by to.

IMO the answer is C.

Difficult question though.

A. When working with overseas clients, an understanding of......... for the global manager -->Modifier problem
B. When they work ..to the global manager. --> the manager is singular and modifier problem as well
C. For global managers working with overseas clients, understanding cultural norms is at least as important as grasping the pivotal business issues. --> Correct concise, no modifier problem
D. --> Wordy and awkward
E. Global managers working with overseas clients find an understanding of cultural norms to be equally important as grasping the pivotal business --> this changes the meaning a little
