When you are left with last two choices and need to just select ONE, what would be your way to choose your answer???

As litigation grows more complex, the need that experts explain technical issues becomes more apparent.

(C) for experts to explain technical issues becomes
(D) that technical issues be explained by experts became
(E) that there be explanations of technical issues by experts has become

Need present tense so B) and D) are out
E) is unnecessarily wordy

need for is better so IMO C)

Edit: - Generally I look for more idiomatic choice if I am left with only two.

need for is idiomatic compared to need that

grows is NOT parallel in tense with became. B,D are out

E is passive voice and can be let go in favor of active voice.

need for is better than need that.

C is the answer.

(B) for experts to explain technical issues became
(C) for experts to explain technical issues becomes -> need for experts to explain is incorrect
(D) that technical issues be explained by experts became
(E) that there be explanations of technical issues by experts has become TOO WORDY

When left with two choices : everyone has this problem!!!
even i mess up almost always ending up selecting wrong choice
But right way to tackle is look for the problems in the sentences catch the errors,no two answers can be right hence there must be something which makes correct the correct answer

Here also we eliminated B,D,E on the basis of became and has become
A Vs C =>i was muddled but finally i felt need that is correct usage
here !!
