We need the past participle form to indicate what happened in the past before 1897. Also, the sentence should start with 'While'.

Which leaves us with C and E. The correct phrase is 'in support of' hence C.

While is wrong here. Only Where is applicable. And also past participle.

While can be used when two actions occur simultaneously.
