Looks like this question is testing the idiom of "just as..., so..." Just as scientists cannot determine..., so they...

Out of curiosity, what's the source?

Just as X, so Y is the right idiom. You should look carefully in the non-underlined part.

I chose B because of the idiom Just so... as,but the rest including B does not make much sense to me!
