I'd rather know the OA before i explain my reasoning. The reason why i like this approach is because it eliminates the chance of misleading people who are still trying to learn and brush up their skills from this site.
Most of the time, people go into detailed explanation only to find out their answer choice is wrong. In this case people who have read these wrong explanations may not be back in time to review the right explanation and discard the wrong ones they have read earlier. Why give people pages of gibberish to read if there is no confirmation of the OA? That's just my way of ensuring people read the right explanation.

A and C for me.
18. There has been a change in how men think of land, a change from thinking it simply private property to that now of a limited national resource, with an inherent public interest transcending the individual owner’s prerogatives.
(A) There has been a change in how men think of land, a change from thinking it simply private property to that now of
think it something is wrong, need "as"
(B) There have been changes in how men think of land, a change from that of simple private property to now that of
Changes and a change is not parallel
(C) There has been a change in how men think of land, a change from once considering it simply private property to now considering it
consider somebody something is right
(D) Once men used to think of land as simply private property, but they consider it now
The subject needs to be "change" instead of "men" to match the public interest later, I believe
(E) Once thought of simply as private property, land is now considered
Same as (D)

OA is "A" and "E".
For the first one, can someone explain, why it is "A" i.e. why it is a singular subject, rn't we talking abt 2 issues i.e. if technique can be applied to X and if it can be applied to Y, rn't there 2 issues here ??? That's why I chose "B".
For the 2nd, "E" generalizes the original sentence, the ques talks abt only "men", E says it for all (men, women)...isn't that wrong ? My choise for "C" for lack of better choices.

Looking at the OA answer, i think men in this context does not neccesarily mean the male gender. It could imply humans in general.
Just like they say "The heart of man is full of wickedness". Man in this context means human being. So it makes sense not to discard "(E") just because it doesn't specify men as was in the question stem.

I would go with 'A' & 'E'
18)
A – a change from X to Y – parallelism is not maintained
B – singular – plural mixup
C – I think the usage of ‘considering’ is wrong becos it should be of the form ‘considering X Y’
Between D & E – E is shorter
