3^3 could approximately equal 5^2
Hence, 3^11 approximately equals 5^6*5 = 5^7

Hence, 5^28 + 5^7 = 5^7(5^21 + 1)
We can ignore 1 within the bracket and approximate value will be 5^28.

Hence, q should be 28.

3^11 is a small number compared to 5^28. Given the answer choices, C is the best answer
