Which of the following best completes the passage below?

Credit card companies are as concerned about identity theft as private citizens are. With only a short string of digits such as a social security or credit card number, thieves can often gain online access to everything from bank accounts to travel itineraries, creating large-scale problems. Anxiety over the vulnerability of personal information has led to stronger protective measures and is the impetus for .

•longer jail sentences for those convicted of committing online identity theft
•credit card companies limiting the amount of money they will return to customers who are victims of identity theft

E is the most appropriate..

the argument clearly mentions that thieves use credit card #, SSN#... protection has to do something with an alternative way so this can be handled.. which is mentioned in E.
