Which of the following best completes the passage below?
At a recent conference on environmental threats to the North Sea, most participating countries favored uniform controls on the quality of effluents, whether or not specific environmental damage could be attributed to a particular source of effluent. What must, of course, be shown, in order to avoid excessively restrictive controls, is that ___________.

(A) any uniform controls that are adopted are likely to be implemented without delay

(B) any substance to be made subject to controls can actually cause environmental damage

(C) the countries favoring uniform controls are those generating the largest quantities of effluents

(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present

I chose B. But I am not sure what's wrong with D. Any help?

I think the answer is E. D is incorrect as it is very generic i.e it contains the word "All".

It talks about all of any given pollutant
let's consider a pollutant name carbon dioxide..so what if all doesn't reaches and only 50 % of the pollutant reaches...isn't it still polluting the environment of the sea...so that's why D is incorrect...

(D) is wrong because what is at issue is whether any effluents are actually causing damage to the environment in the first place. (D) is focused on whether ALL of one effluent actually reaching the North Sea. That point is not that important.

Even if only half of an effluent makes it to the North Sea, if that effluent is toxic it is still causing damage and should thus be controlled.

I am no expert, just an enthusiast.
(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present

D is wrong for the following reasons:
1) ALL - means 100% of the pollutants. Ask the question if 99% of the pollutants get into the sea it would be OK to implement uniform controls? Well we don't know. So, this would rule out the option and conclude that we don't need to prove this piece of information.
2) Second does this tie up with excessive controls? I mean does proving 100% of all pollutants REACHING (transition to new keyword here) mean there are no execessive controls? NO. What if the chemicals don't cause harm to environment? Imagine if 100% of all "pollutants" (i.e. initially classified as pollutants) reach North sea, a chemist analyses the composition in a lab, only to find that the pollutants are natural waste which cause no harm whatsoever. Then WHAT?

Thus, we can say D is not the answer.
