The question is why are new managers more likely than the old ones to terminate a project..............coz they are not answerable for the decision the previous manager had taken.

Go for E
It is the only one that adress the issue that is to close a preject when it is failing.
the ohter are out of scope:
A) we don't care why it failed we want to close it
B)The decision is that the project is failing and that it should be closed. why trying to overcome something?
C)completly out of scope
D) too specific we don't even know if the project is failing because of external event and if those events will be relevant in closing the project.
E) if the project is failing then the decision should be to close it and not to maintain it. A new manager won't ask questions...since not involved with any prior decisions.
