Putting forward my reasoning-
A) the project may have failed for reasons that the original manager could not have foreseenThis does not give any reason for the original manager to not terminate the project. Even if it were some unforeseen circumstances, currents managers can still terminate the project. Eliminate A.
(B) organizations tend to reward managers who can overcome problemsThis seems out of scope, does not talk about the new managers at all. Not sure how this will help, rather it will make the current managers terminate the projects to get rewarded. Eliminate B.
(C) managerial decisions to terminate a project should depend on the likelihood of the project’s eventual success
Again this can be done by the current manager himself, does not help the argument at all. Eliminate C.
(D) the original managers were not necessarily able to overcome problems caused by external events over which they had no controlI was a little confused by this one, but then there was an assumption to be made that the new managers will be able to overcome these external events and have better control over them. I kept this option as I was a little dicey.
(E) the new managers have no need to justify the earlier decision to maintain the projectNow this makes sense, because the current manager might not want to terminate the project because he/she might have to justify a lot of things (for example; why did they drag the project for so long, budget, planning etc.), whereas if a new manager is brought in then this issue does not arise at all. The new manager can easily terminate the project without being liable for the issues in the project.
Comparing it to D,
E is a clear winner.
