IMO D....Keep all things constant....now new manager will try to overcome all the possible problems those which are in his hands....however if some external factor is causing project to terminate and nobody from the organization have a control on that....then project has to be terminated....
therefore IMO D.

It should be E. The question asks for a valid reason for the new manager terminating the project. E says that old manager had justifications to mainatain the project which is a hurdle in the termination process. but new managers have no such reason so they can easily terminate it. Thanks for explanations. OA is E indeed. I ignored the fact "new manager" and reinforced more on "project termination" so got answer C.

The commonality in all the reasons I said above is summed up in E. the new managers have no need to justify the earlier decision to maintain the project HTH

Agree with E.
Why is new manager required to terminate the project? This is because the current manager has to justify the continuity of the project. New manager does not have any such thing in the background.

therefore IMO D. reply2msg if the old managers have no control over the external factors and the project needs to be terminated then there would be no use to bring in a new manager.....so the option D holds invalid..... and the only option that seems logical is that the new manager doesn't need to give any justification to terminate that project....... IMO E.......
