Which of the following best completes the passage below?
The most serious flaw in television's coverage of election campaigns is its tendency to focus on the horse-race side of politics - that is, to concentrate on the question "Who's winning?" at the expense of substantive coverage of the issues and the candidates positions on them. The endless interviews with campaign managers, discussions of campaign strategies, and, especially the obession with opinion polls have surrounded elections with the atmosphere of a football game or a prize figth. To reform this situation, a first step might well be ........
A) a shortening of the length of election campaigns to a period of six weeks
B) a stringent limit on campaign spending
C) a reduction in the television coverage of opinion polls during election campaigns

Questions
I narrowed down to 2 choices and both sounded "equally" correct. I want to know why one answer choice is better than the other.

A - is wrong - Television will cover those 6 weeks of campaign will not make any difference. Because those 6 weeks can still be bombarded with tons of opinion polls and can worsen the situation.
B - We are talking about television's role...hence lower spending on campaigning is not helping the television's role (which is independent)
C - looks like is the best choice.
D - Some litreature to voters is again not directly addressing television's role.
E - limiting the number political advertisements is a good choice but would still not address the reform process sufficiently. The issue being discussed is the televisions role and how their coverage is becoming an issue by itself.

I narrowed it down to C and D. I realize the author's primarily in this argument says that television coverage is the bane. However he provides a solution...."at the expense of substantive coverage of the issues and the candidates positions on them"
that is why i chose "D". Anyone care to explain why D is not the correct answer. Answer Choice D provides a "fix" to the problem; the author wants us to fix the problem.

D is not ok, because, by publishing litreatute on candidates position, would that stop the TV guys from still doing what they are doing? NO. For the problem to be addressed (note the emphasis on 'especially the opinion polls'), the TV guys should be forced to do something directly. Hence, D is out. Karthik may want to add his views, I suppose. What's the OA?

For sure C. We're talking about fixing the TV frenzy, seems like other choices are out of scope.

It looks C for me because the first step is to reduce that chaos. The part of the question stem that has attracted me more is "especially the obession with opinion polls ", which leads to C. I have not considered D at all as it is too 'futuristic'.
But, E is considered along wih C but the author's emphasis on the above has led me to C.
