I would go with B..
Reasoning behind this is : Loss is less because.... people wont use those programs even when they are sold in the open market...hence that loss is illusionary.

As said in passage "Most of the illegal copying is done by people with no serious interest in the programs".
Even if copying is stopped then non-intrested people will not buy the software.

My choice is B aswell.The people who are not interested in using the program are not going to purchase it.

This one is a straight (B). Even if the bootleggers didn`t copy the programs, they probably wouldn`t buy them in the first place.
