A recent poll found that over 80 percent of the residents of Nalmed Province favored a
massive expansion of the commuter rail system as a means of significantly easing
congestion on the province’s highways and were willing to help pay for the expansion

I'm going with A...as most people still think others will get off the road to take the highway so that they will experience less traffic...which means most people will not use the commuter rail themselves, which means roads will still be congested
