According to a widely held economic hypothesis, imposing strict environmental regulations reduces economic growth. My pick A. It introduces another explanation that weakens the stated cause-effect relationship in the argument.

E: This establishes that environmental regulations are NOT the cause of economic growth.

A is actually what I had picked.
Stem starts off by saying that theory is that strict regulations = less growth.
Then it says that places with highest growth have the strictest regulations. Undermines the first premise.
Last sentence, author seems to think that there is something else causing the situation in sentence two, and so we need to look for an alternate explanation as to to why strict regulations = high growth.
A gives that

In order to prove that Strict Regulation does not promote economic growth, we have to find other explanation that actually promotes the economic growth. A would be correct if it were "those states with the strictest environmental regulations invest the most in education and job training, which is enough to promote the economic growth of a country" Please thoughts on that. Thanks.
