Calculators are allowed on GMAT :-D

The trick is 6.4 * 10^-5 should be 64 * 10 ^-6.

Make this a bit clearer by re-writing in scientific notation.

64 x 10^-6

cube root is 4 x 10^-2 , or .04

and the sqrt of that is 2 x 10^-1, or .2
