I candy thanks for the link. I did go through it. It doesn't provide the best solution, as tangent is not the same as intersect? And hence wanted some more thoughts on the problem. Any idea?

from wikipedia : A tangent line t to a circle C intersects the circle at a single point T.
I considered tangent as a line that does not intersect, but apparently I was wrong and hence my solution was wrong.
