The unclear reference of the pronoun ’their’ kicks out B, C, and D.
The subject ‘property values’ is plural; hence you require ‘they’ in the main clause. A is the choice

wanted to add that:

d and e "it" and "is" are not parallel with plural "values". and by the waycan we say that "can potentially" is like saying "extra-more" in the same breath, since "can" means that it has a potential of doing X. never thought of that
