While the previous governor was in office, the state’s budget increased by an average of 11.5 percent each year. I choose A....

Inflation caused the higher growth rates in spending, not the politics of some governers....

But does B weaken the argument? I think it strengthens it....

B supports the claim that Verdant's politics caused the slowdown in the growth of budget spending...

1) How can a Governor lower federal income tax rates?
2) Moreover, from the premise stated in the passage, Verdant's fiscal policies were put in place to "tighten the strings of the state budget," as opposed to enacting new bills that would slow the growth of state spending.

I think only A weakens the argument.
B seems to support it by stating the fact that reduced tax rates decreased the state spending.

The OA is A. I thought the answer was D. Obviously I was badly fooled by this question; I need to sit down and figure out what my problem is. Most of you guys got it right though, so that's great.

Thus, even though the state spending is more, the growth rate would seem lesser .
(B) Both federal and state income tax rates have been lowered considerably during Verdant’s term in office. - Seems out of scope. Income tax is not related to state spending.
(C) In each year of Verdant’s term in office, the state’s budget has shown some increase in spending over the previous year. - 'some' increase? Vague.
(D) During Verdant’s term in office, the state has either discontinued or begun to charge private citizens for numerous services that the state offered free to citizens during the previous governor’s term. - Out of scope.
