While Governor Verdant has been in office, the state’s budget has increased by an average of 6 percent each year. While the previous governor was in office, the state’s budget increased by an average of 11.5 percent each year. Obviously, the austere budgets during Governor Verdant’s term have caused the slowdown in the growth in state spending.

My guess to why OA is E is the following:

The conclusion blames the slowdown in state spending in Verdant's term to Verdant's austere budgets.

But E states that it was the previous governer that implemented austere budgets with the sole intention of slowing state spending. So it was his policy that lead to slowing state spending and therefore weakens the conclusion

What do you guys think????

(A) could be the answer
(B) income tax rate ? too broad .. out of scope
(C) the stimulous says nothing about the relationship between the budget and spendings
(D) citizens and services ? too broad .. out of scope
(E) could be the answer

Now, picking between A and E
------------------------------------

(A) The rate of inflation in the state averaged 10 percent each year during the previous governor’s term in office and 3 percent each year during Verdant’s term.

There is high possibility that the rate of inflation is out of the scope. We're not sure whether the rate of inflation would justify the change in the budget.

mm007, can you verify the source? I guessed E on this question so I am curious.

I´d say A is more relevant to the stem than E. While the previous governor´s budget increased by 11.5%, inflation averaged 10%. Verdant´s budget has increased by 6%, inflation averaging 3%. That is, adjusted to inflation, Verdant´s budgets increase at a higher rate than the previous governor´s => Verdant is less austere => A does weaken the conclusion.

My pick would have been A for the same reasons given by Andr359.
