While Governor Verdant has been in office, the state’s budget has increased by an average of 6 percent each year. While the previous governor was in office, the state’s budget increased by an average of 11.5 percent each year. Obviously, the austere budgets during Governor Verdant’s term have caused the slowdown in the growth in state spending.

Which of the following, if true, would most seriously weaken the conclusion drawn above?
(A) The rate of inflation in the state averaged 10 percent each year during the previous governor’s term in office and 3 percent each year during Verdant’s term.
(B) Both federal and state income tax rates have been lowered considerably during Verdant’s term in office.

I think it should be A. A tells us that in real terms the previous governor was increasing the state's budget at around 1.5% due to high inflation; the current governor, however, is increasing spending in real terms at a rate of 3%--twice as much as his predecessor.

A looks ok to me ,but i am confused between A and C .
For A in the paragraph theres no relation between budget and inflation

A makes most sense.

But what concerns me is that to pick A, one should have external knowledge ( something not stated in the passage). Many of us are not aware of the connection between inflation and real growth. GMAT is not supposed to rely on such external knowledge

I take D here.
A is not for me because it says too much.

D clearly says that some services are discontinued or charged by the govt during verdants time. Thus the state fund has increased and consequently 6% of that on state spending will be more .Just weaknes the overall hypothesis that actuallu the spending has descresed.

I agree which is why I would have been inclined to choose C.
