D. Comparison is ligical. But 'for refusing' changes the meaning of the sentece and awkward.
E. like or unlike is better for expressing the meaning 'similar to'

In my opinion double -ve is correct here because all other choices are odd. I was about to select D but realized that "For refusing..." makes the sentence dubious as reader can not understand whether "For refusing..." applies to Jackie Robinson or Rosa Parks.
Comparision in all other options (B, C & D) is wrong.

I strongly agree to option "A"
like a,b,c not always means unlike d to z (is true in specific scope)
so, not unlike d to z is not always like a,b,c !
