I say E.

1) This only gives us distance. No way to find Distance/Time (R=W/T). NOT SUFF.
2) This only gives us time. No way to find Distance/Time (R=W/T). NOT SUFF.

Combine
We can find average speed (3.1/27*60=6.8mph). However, we still cannot tell if this was a constant speed for the duration of the race (where answer = "No") or if Jenny ran over 9 mph at one point and slower at other times (where answer = yes).

Under 27 min together with 3.1 miles means possibly 10 min or 26 min or 15 min for 3.1 miles. Hence E

(1) no info about time taken INSUFFI
(2) no info about dist INSUFFI

(1)and (2) here we get the average speed but not the instantaneous speed at any moment hence INSUFFI cant say
