I think C is more parallel to the original tone and uses the right idiom Suggest For. I would go with C. do correct me if I am wrong

Among A and C, I would go A. "by sth."s are ways for preventing illegal copying.

it is a atter of parallel structure. every clauses are seperated by coma so need to be parallel as under:

nothing wrong with C except an idiom. "suggest to" in E is better than "suggest for" in C.
in E, "still others are calling" is in present contineous form and "some propose ...., and "others suggest..." are in simple present form and all these forms of tense can be put in a sentence.
