E is the official answer.
'calling' in the last part of sentence does not parallel 'propose' and 'suggest' verbs in the earlier portions of the sentence. Is this not a problem? I had chosen C but was incorrect due to 'for decreasing' being unidomatic.

I think this question is about finding "the best" answer. Given that other questions are fraught with errors, we are left with E as best.

why not?
attempting, suggesting and calling. this is indeed parallel.
there is no comparison to "propose" here. ..all the three clauses beginning with attempting, suggesting and calling are Proposing something.

Hi Preat,
Correct answer does not have 'attempting, suggesting and calling' as verbs as you noted.
Here is the official explanation:
E uses constructions that are parallel to 'some propose...', 'others suggest..' and 'and still others are calling..'.
Choices A and B immediately lose the parallel construction, and also produce sentence fragments, by shifting to 'by suggesting' and 'by calling'. Choice B starts like choice A and then shifts back to the verb call, losing parallel with the second part('by suggesting'). Choices C and D correctly begin the second part of the parallel by using 'suggest'. Choice C, however, introduces the nonidiomatic 'for decreasing', which creates some difficulty in meaning. Choice D loses parallel construction in the third part by shifting to 'by calling'.
