A. While some propose X by a, others by b, and still others by c for the prosecution of .. . Here a, b and c are all ways of combating widespread illegal copying of computer programs. C. While some propose X, others suggest Y, and still others call for Z... This alters the meaning of the original sentence. It is not clear to me, what X,Y and Z commonly link to ? I’d pick E here. Let’s look what sentence structure could be correct. While some propose to combat by attempting… , others suggest …, and still others call (or are calling)…. According to this reasoning, E and C could be the answer. Now, I’m torn between ‘suggest the reduction for decreasing’ and ‘suggest reducing to decrease’. I think that the latter is better, so this left me with E. I’m not quite sure, because || in “propose… suggest… call” is clearer than in “propose… suggest… are calling” Can you tell us the OA?

IMO - C is correct.
