has been on the cruel Q's for some time.

the word "by" tricks into superficial parallelism.

We need to look for words that are parallel with propose. A & B out. C D E remain

In C for decreasing is bad. C out

D "By" calling is not parallel with suggest/propose

E remains.

Can some one explain what is wrong with c.

i think "While some propose...others suggest....and still others call..." is a parallel structure.

are calling in E is bad hence C is the answer

anyways whats the OA?

Between (C) and (E), I will go for (E).
Here is my reasoning:
(C)- Though it seems parallel, "for decreasing the incentive" seems non-idiomatic.
(E)- Hands down, I would have gone for (E) without hesitation had it used "to call" (for parallelism). However, (E) correctly uses " to decrease the incentive". Besides, I am not able to find anything fundamentally wrong with (E) and hence will go with (E).

What is OA?
