Here, I think C should be the answer.
Acc to me... some propose, others suggest and still others call......Plz explain....

I think the answer is E.

C - is wordy.
E - is straigthforward. after "suggest" - "reducing" is a better choice than reduction of software.

I can see why you opted for C because "still others are calling" does not seem parallel to the sentence structure "While some propose......., others suggest....., ".

C...It maintains parallelism, suggest, propose, call...all verbs in the correct verb tense...Although appears to be credible, it violates parallelism...
