B - suggest the reduction of software prices for decreasing the incentive for pirating, and still others call
C - suggest reducing software prices to decrease the incentive for pirting, and still others are calling

Please explain your choices.

Yes, it is B.
In C, "are calling" is clearly incorrect

I am not very sure that parralelism is tested here(Though to some extent it might be true).

I feel, it is important to present a correct sequence, which I feel (C) does.

Any suggestions??

B for me
"suggest reducing" doesn't sound right to me. "suggest the reduction of..." is much much better and proper way of talking about reduction. Of course, B is also parallel

The OA is C :( . Even i marked B since i felt that its parallel. Can anyone explain why C is right.

Well, why I chose (C) was because only (C) makes a sense of continuty. IMO this sentence is not much about parallelism as it is about clarity. The sentence is trying to say something like "Some people propose A, other suggest reducing B, and still others are calling C." Now this sense of sequence is not correctly implied by option (B). In such setences the rule I follow is to check for a forward direction of events. (B) hammpers this sense of "forward direction". Also (B) sounds passive as well!!

I think it is because of the idiomatic "to suggest reducing" instead of awkward "to suggest reduction"

Native speakers, does the phrase "to suggest reduction" sound OK to you?

Suggest (verb) + Object (Noun)

Plain noun is awkward here. You need a gerund form which conveys action.
"reducing" is a gerund form of "reduction"

what are the two ways of combating piracy
1. by attempting to change
2. or by reducing

both way are in the ing form and hence parallel.

the main thing being done here is combating and its being done by the two ways mentioned above
