my answer is B - for the following reasons.
The question compares owner with owners. So the answer choices with have is wrong. This eliminates E and C. I think the correct usage of the article should be The and not an, hence D is out. Since there is a comparison, "but" is a write usage, hence I choose B.

i picked c over e because "while" in E is not an additive phrase. I don't think you can create a compound sentence with "while." I also agree that owners should parallel owners.

Since the sentence compares "owners" to "owners" , we eliminate those choices with " owner" and the rest is C&E.
Now, look carefully at E:
(E) Condominium apartment owners have a title to their dwelling that is free and clear, while
To which does " that is free and clear" support?! It must be "title" , but here the clause is put right after "their dwelling"----> that's wrong,rite?
after all, I pick C.

Looks pretty cut and dry to me. (C) is the only choice that's parallel.

owners has to agree so A, B and D are out
In E, a title that is free and clear is awkward. I also think that in E, their dwelling should be replaced by their dwellings

Clear C.
Whereas is preferred to while to show proper contrast. "Owners of" is nicely parallel in C as well.

I think it's C,
A,B,D are choices that compare owner to owners but i guess if
it is to be parallell, owners have to be compared to owners.
C and E are the only choices that compares owners to owners.
C is a better choice cause the 'that' phrase is not necessary in E.

C may be the lesser of the five evils, but it seems like it is still not a perfect sentence.
Did anyone else notice that title should be plural, or am I just too exhausted??????

@GMATT73: i think "have a title" here is idiomatic, it means " have the legal right to ownership of property". So title can't be a plural noun here.
